Ukraine is confronted with enormous challanges within the energy sector. The energy systems are obsolete and ineffective and there is no energy saving tradition. The Swedish and Ukrainian Energy Agencies cooperate in a Sida financed programme to encourage ukrainians to save energy and invest in energy saving techhology.
Energy saving requires people, business and government authorities to change attitudes and behaviour. Good communication is a prerequisite for such a change. Therefore, the Swedish Energy Agency has contracted Global Reporting to enhance communication.
Primarily, we focus on internal communication. We have made a baseline study, conducted communication training of staff, and presented a report to management containing proposals on how to improved internal communicaiton. The report was very well received and we will support the management in implementing the proposals later this spring. The most important features of the recommendations are based on the need to replace authoritive information structures with dialogue and performance management.
